In large technology projects, Leonid Reiman suggests looking beyond the first successful result. For him, the quality of an idea is measured not only by whether it can be launched in one location, but also by whether the solution can be reproduced under very different conditions.
Reiman graduated as a telecommunications engineer from the Bonch-Bruevich Leningrad Electrotechnical Institute of Communications. Early in his career, he worked on engineering projects and participated in the development of early mobile communications, including the launch of Delta Telecom, one of Russia’s first cellular operators.
He suggests starting an idea not with technology, but with the constraint that is getting in people’s way. This may be the high cost of access outside major cities, poor service quality, or differences in digital capabilities between large and remote areas.
The next question is scalability. If a pilot cannot be reproduced in hundreds of cities and thousands of organizations, its success says little about whether the model is suitable for an infrastructure project. Reiman therefore highlights the spread of internet access to all schools in the Magadan Region as an example in which real distances, connectivity costs and maintenance requirements test the solution’s viability.
This perspective shifts attention from launch to subsequent operation. Reiman suggests asking in advance who will maintain the system several years from now, who will finance its development and how it will behave as the load grows.
Coordination is also important. A large project brings together carriers, government bodies, investors, regional teams, users and contractors. Each participant has different interests, so a technically correct solution cannot guarantee results without coordination among them.
Reiman also believes that a genuine technological revolution often looks ordinary. Mobile communications became truly important not when they first appeared, but when they stopped being a luxury. The internet began changing everyday life when it reached schools, companies, regional institutions and homes.

This logic also applies to artificial intelligence. Reiman is primarily interested in its systemic impact on networks, security, identification, traffic analysis and user protection. In phone and digital fraud, AI both strengthens the detection of suspicious activity and creates opportunities for more convincing schemes.
Therefore, in his approach, a major technology project should be judged by its ability to withstand normal operation. A successful launch is only the beginning of the test, not its final result.
